Introduction to Internet Bingo Rules
Vic's Bingo game rules and operating policies (hereinafter the "participating rules") govern your use of any information taken or used from our website, including your registration and participation in any Vic's Bingo game (hereinafter the "game"). Please make certain that you read the participating bingo rules carefully. Each time you use funds from your player account to play a bingo game or you enter our website, you are confirming your full understanding and acceptance of the participating rules. In the event that you have any questions about the participating bingo rules, please contact us for clarification. If you are not willing to accept the terms of this agreement, you should not play our internet bingo games.
The personal identity and other personal account information of all Vic's Bingo members will remain strictly confidential. Vic's Bingo will not report wagering information to any person or agency on behalf of any member. This is the sole responsibility of each member.
Bingo Fairness Statement Rule
We believe that the Vic's Bingo game system has been designed to be 100% fair to all players. Unlike a land based bingo where a player can YELL Bingo and halt the game immediately, Internet Bingo is played across the globe in many different time zones through a large network of interconnected routers and satellite connections. Although there are times when the Internet runs smoothly and network traffic arrives to its destination on time, there are a number of factors that can prevent data from arriving. Our rules want to ensure that when a player purchases a bingo card, they have every chance of winning and that the outcome of the game is NOT affected by either the instability of the internet, speed of one player's internet connection over the other players or physical location on the globe.
Our developers have continued to evolve our award winning bingo software into what we believe to be the fairest and most reliable form of Bingo on the Internet. Definitions and Terminology Used in Our Bingo Game
A Player is a person who registers to play Vic's Bingo by filling out our registration form with all the required information.
A Purchase occurs after a player enters the Vic's Bingo website and purchases Bingo card(s) from funds that have been deposited into a players account by the player. When a player deposits funds into his/her player account by one of our e-commerce systems, the purchase must be validated by Vic's Bingo and the corresponding e-commerce agent. In the event that the purchase is subject to a chargeback or is otherwise incomplete the purchase becomes void.
A bingo game purchase is considered valid if the player's deposit of cash funds transaction is complete. We cannot offer refunds once a purchase is valid. All bingo purchases are made in United States currency.
A Bingo Card represents a set of a randomly collected numbers between 1 and 75 (inclusive) organized in 5 columns, 5 rows configurations. It is a bingo rule that until a card is in play, players have the option to change the collection of numbers by selecting a new card. Once a player accepts the collection of numbers for any game, the bingo card becomes valid and in bingo play.
A Bingo Game Variation is a specified pattern that must be matched on a player's bingo card in order to win a game and receive a prize.
A Call is a broadcasted message from our bingo game server, received by your computer containing a randomly generated number between 1 and 75.
A Bingo Call is a broadcasted message from a player's computer, received by Vic's Bingo game server, identifying that player as a holder of a game variation.
In Play will be the term used to describe any game that has been initialized by our game server and is receiving calls and communicating with the game server.
A Prize is a cash allotment payable to a bingo player (or players, if there are simultaneous winners) who is identified to Vic's Bingo, through a Bingo call, as the holder of a bingo card with a match to the game variation in play. Prizes are automatically deposited into a players account.
The Parties: Vic's Bingo and the Player.
A User ID is a user name that is assigned to the player by Vic's Bingo at the time of registration, and is used by the parties to uniquely identify a player.
A Player Account is the account which players use to deposit funds, to buy into bingo games, to deposit winnings into and request payouts from. Our bingo rule is that once a bingo card is in play, the game credit cannot be returned to the player.
Bingo Game Participation Rules
To participate in a bingo game a player must be at least 18 years old, must read and consent to all of the participating rules and must have authorization to use a valid credit card acceptable to Vic's Bingo. International law is very complex, and we do not know the specific laws that may apply to you where you live. We operate under strict compliance with all local laws, and urge you to access our site only if you feel that you are in compliance with yours.
Vic's Bingo members may have only ONE active account per person. If the player information on your Vic's Bingo is not valid, any winnings in duplicate accounts shall be void. Also, the name on your Vic's Bingo account must match the name on the credit card(s) used to make deposits to that account. If the account name and credit card name(s) do NOT match, any winnings in that account shall be void. This policy is intended to prevent abuse by criminals who use false names and/or create multiple accounts in an attempt to hide credit card fraud.
Participation will require that players register with Vic's Bingo by correctly completing the registration details and offering a full name, address, city, zip code or postal code, state or province, country, valid e-mail address and telephone number. For any subsequent participation, a player must log into our website with their User ID (provided by Vic's Bingo) and the player password. Games will be offered at approximately 2 (two) minutes after completion of a previous game. Vic's Bingo has exclusive authority to modify the game schedule without prior notice. Any player who wins a prize may be contacted with a reference number that will identify a specific win. The player is responsible for preserving any reference numbers provided by Vic's Bingo. In the event that there is a discrepancy between the game variation as it is recorded in Vic's Bingo's database, and that recorded by the player, the calls recorded in Vic's Bingo's game server will be considered valid.
A purchase will be void if for any reason Vic's Bingo does not receive payment or if there is an applicable chargeback at a later date. Vic's Bingo reserves the right to limit any player's participation in a game, particularly in the event that a purchase is rendered void.
Prizes will be deposited into the players account. The balance of a winner's account will be mailed upon request by the player, to the mailing address provided on the registration form. The minimum payout request is $50. Employees and relatives of employees of Vic's Bingo are prohibited from participating in a game. Players can request a payout only under the following conditions: Players can request a payout from their winnings only. The amounts cannot exceed their player account cash balance, which must be in good standing. Vic's Bingo reserves the right to withhold any such payments until all financial transactions have been settled and cleared. Players can request a payout if they wish to close their players account. Any unpaid or outstanding charges will be subtracted from their account balance in the event of chargebacks. Players CANNOT request a payout from deposits or bonuses credited to their accounts unless they wish to cash out and close their player account. Requesting payouts from their account balance derived from deposits and not wins will be deemed a cash advance from Vic's Bingo and a misuse of our online purchasing system. In such cases, Vic's Bingo may levy a surcharge to offset transaction and administrative costs. In ALL cases, Vic's Bingo reserves the right to withhold any such payments until all financial transactions have been settled and cleared.
Cost of Bingo Cards @ Vic's Bingo
Bingo cards range in price from $0.05 USD to $1.00 USD. This range varies for special promotions and different bingo rooms. Players can buy up to 24 cards in selected games.
Claiming Bingo Prizes
Prizes will be automatically deposited to your player account cash balance. Players can purchase games with their winnings or request a payout to be mailed out to the address given at the time of registration. Players who wish to claim their prize money must request a "payout". This can be done by visiting the players' area on our website and selecting the payout request link. However, please make sure that the mailing information is correct when you register in order to avoid mailing delays.

SPECIFICS
It is the responsibility of the player to ensure that he/she understands and comply fully in respect of any state, national and international laws, regulations, directives etc. applicable to the player. Vic's Bingo cannot be held responsible for any third party claims of any kind against players. Players agree that they are 18 years old and have authorization and authority to use the credit card offered to Vic's Bingo for a purchase. Vic's Bingo's liability with respect to any claim made by a player shall be limited to the prize. Under no circumstances will Vic's Bingo be liable to any costs or expenses incurred by a player in making a claim. Vic's Bingo will not be held liable to any costs or expenses incurred by a player for any overdrafts relating to deposits to player accounts made through our e-commerce systems. It is the player's responsibility to ensure that sufficient funds are available to them before they make a deposit to their player accounts via our e-commerce systems. Vic's Bingo will not be held liable for any costs or expenses incurred by a player for any overdrafts resulting from multiple deposits to a player's account made through the improper use of our e-commerce systems. Reloading a cash deposit transaction page constitutes misuse of our e-commerce system and as such, Vic's Bingo will not be held responsible or liable for any overdraft charges or costs that they may incur as a result of misuse of our e-commerce systems. Vic's Bingo has the right to suspend or withdraw any participation at its absolute discretion. Vic's Bingo Management reserves the right to refuse or close any account at their sole discretion and void any winnings made. Personal details of all players will remain confidential unless players agree to their personal details being used for future publicity purposes. Vic's Bingo will not be liable for any loss of whatsoever in nature arising from the cancellation of any round, including the loss, for whatever reason, of the chance to participate in the game. In particular, but without prejudice to the generality of the foregoing, Vic's Bingo will not be liable to any person: For the failure of, or damage or destruction of Vic's Bingo's central computer system or records, or any part thereof, for delay, losses, errors or omissions resulting from failure of any telecommunications or other data transmission system, for any delay resulting in non-receipt of any participation for a particular round. The parties shall not commit nor purport to commit the other to honor any obligation other than is specifically provided for by these participation rules. The player accepts liability for any damages that may be caused by the misuse of his/her membership number and access-code details on Internet.
Disputes
Vic's Bingo wants to assure all of its players (and prospective players) that we have made every effort possible to provide you with the world's most entertaining, reliable, and more importantly, honest Bingo game on the internet. It is our sincere intent to ensure that all of our players are satisfied with the quality and fairness of our games. Every effort possible has been made by Vic's Bingo to promptly and impartially resolve all disputes that may arise from the use of our game. Customer satisfaction is our primary goal in providing you our Bingo game. As the operators of Vic's Bingo, we are determined to provide you our highest level of customer service possible. Our resolve is to consistently provide you with a fair and impartial dispute mechanism in the event that a dispute occurs. The success of our business is dependent on providing you with exceptional customer satisfaction policies. Obviously, happy customers will ensure that we win new customers and that our existing players will continue to come back to enjoy Vic's Bingo time and time again. However, please be advised that in the event of any dispute regarding a participation or a prize, the decision made by Vic's Bingo will be final and binding. The relationship between the parties as well as this agreement are governed by and construed in accordance with the laws of Costa Rica. Vic's Bingo reserves the right to amend these Rules from time to time and vary them without prior notice.
Free Bingo Money Rules
The $5.00 sign-up bonus is good only upon original sign up. You must email our Help Desk at techsupport@vicsbingo.com to receive this $5.00. Multiple accounts opened by one person will not receive the $5.00 bonus, and this accounts will actually be closed down.
Sometimes Vic's Bingo will have promotions running on which players will receive a bonus with no previous deposits required. (e.g. Free Money). Below you will find the rules; players that apply the description above must follow these set of rules:
1) The bonus money cannot be withdrawn by itself; it can only be played.
2) Any winnings made from this bonus money can be redeemed if and only if the amount of the cash out is above $50.00 USD which does NOT include a $10.00 USD service charge fee customers will be charged to cash out.
3) The maximum redemption amount that players can obtain due to winnings made from existing and previous free money promotions is $150.00 USD. Any person who tries to go above this limit will have his funds returned to his account and they must be played entirely.
4) People who abuse of any ongoing free money promotions will have all of their accounts closed.
5) For players who have never made a deposit at Vic's Bingo or players who have not deposited any funds within the last 14 days before they use these free funds, must wager the equivalent of 20 times the free money given to them, before they are entitled to cash out any winnings made. For example, if $10.00 USD were credited to your account, you must wager $200.00 USD before you can cash out any winnings.
6) Sign up bonus promotions will only be credited once and will be awarded according to the promotion you received. Players are not entitled to receive two simultaneous sign up promotions at the same time. For example, if you applied for a free $7 sign up bonus and then found a $5 sign up bonus promotion, we will only credit the first one you were referred to, all other sign up promotions will become void.
7) Vic's Bingo is aware that some free bonus links may be posted in other sites or through out forums or the information that the potential player received has been sent to others who didn't receive it. If Vic's Bingo has enough grounds to prove that a player did NOT receive that particular promotion through the exclusive means that this promotion was sent out to, we will not honor any payout requests from the player, even if he/she has met wagering criteria.
